Balabac, Palawan: how to get there, permits and tours

Checked Oct 2026. Updated . Compiled from the sources listed at the end of this page.

Balabac is the island group at Palawan's southern tip, and most visitors reach it on a multi-day tour that leaves Puerto Princesa around 2 to 3 AM by van, drives about 5 to 6 hours to Buliluyan Port in Bataraza, then continues by boat (operator itineraries from ATX Travel and Tours and Balabac.ph, checked Oct 2026). Shared packages of 3 to 5 days were listed from about PHP 12,500 to 22,900 per person, with registration and local fees usually bundled in. We found no published official fee schedule for Balabac.

This page contains affiliate links. If you book through them, PalawanIsland.com may earn a commission at no extra cost to you.

How this page is built: we compile operator timetables, government and park notices, and booking-platform listings. Each figure names its source and the month we checked it. Nothing here is first-hand, and Balabac's tour operators are the main published source, so treat their figures as sales listings.

Operator figures are sales listings; confirm inclusions, fees and registration with the operator and at the Buliluyan Port tourist desk before you travel.

Getting there

The trip has a road leg and a sea leg, and tours run both in one long day.

Road. Operators pick up in Puerto Princesa in the very early morning. ATX Travel and Tours, which is based in Poblacion 3, Balabac, allows up to 5 hours of land travel to Buliluyan Port in Bataraza in its itinerary. Balabac.ph puts the distance at about 290 km and the drive at about 6 hours, including a breakfast stop. Palawan Island Tours (Mar 2026) describes a pickup around 3 AM and arrival at Buliluyan around 9 AM.

Registration. Visitors register at the tourist desk at Buliluyan Port before boarding, according to ATX's itinerary, which schedules this for about 8 to 9 AM.

Sea. From Buliluyan, tours cross by passenger ferry or private speedboat to Bancalaan Port or to Balabac town, then island hop by boat from there.

The return reverses the route. ATX's itinerary leaves Balabac at about 6 AM and reaches Puerto Princesa at about 2 to 3 PM.

Independent travel is less documented. Some guides mention public boats from Rio Tuba, but we found no current fare or timetable from a named source, so this page does not cover that route.

There is no legal passenger crossing between Balabac and Sabah, Malaysia, according to Balabac.ph.

Permits and fees

We did not find an official municipal fee schedule for Balabac online. What the operator listings show:

  • Registration: at the Buliluyan Port tourist desk, handled by the tour group (ATX).
  • Fees: ATX's packages include entrance and environment fees; Palawan Island Tours notes that fuel adjustments may change its rates.

Because these are operator statements, confirm what is included and what is collected separately with the operator and, on arrival, at the Buliluyan tourist desk.

Tour formats and prices

Three formats appear in the listings: joiner (shared boat with other travelers), semi-private (small group) and private.

Semi-private 5 days 4 nights PHP 22,075 per person ATX Travel and Tours
Private, 2 people 3 days 2 nights About PHP 44,000 total Palawan Island Tours

ATX notes that prices vary with group size. It also says an Onok Island overnight can only be confirmed 1 to 2 days ahead, because the island caretaker no longer accepts advance bookings, and that itineraries change with the weather.

Booking platforms also list Balabac trips that start in Puerto Princesa: a 4 day, 3 night all-in tour on Klook and a private 4 day, 3 night expedition with meals on Viator. We did not record their prices for this page; check inclusions the same way as for any operator.

Before you go

ATX lists practical limits worth planning around:

  • Cash: no ATMs on Balabac; Palawan Express and M Lhuillier remittance outlets only.
  • Signal and power: limited, so download maps and booking details before leaving Puerto Princesa.
  • Dress: most residents are Muslim, and ATX asks visitors to dress modestly in town.

Safety and advisories

Balabac sits at the southern end of Palawan, next to the Sulu Sea, so the sea warnings in the advisories matter more here than in El Nido or Coron.

  • United States: the State Department's advisory issued Sep 1, 2026 keeps the Philippines at Level 2, "Exercise increased caution", and sets Level 4, "Do Not Travel", for the Sulu Archipelago, including the southern Sulu Sea, and Marawi City (as reported by BusinessMirror, Sep 4, 2026). It does not name Balabac or Palawan. Check the advisory's map of the southern Sulu Sea area before you book.
  • Canada: its advice (last updated Jul 7, 2026) lists "an elevated threat of kidnapping in waters" that include the area "south of Palawan Island".
  • United Kingdom: the FCDO's advice (updated Jul 15, 2026) does not list Palawan among the areas it advises against visiting, but warns of a high level of piracy and armed robbery in and around the Sulu and Celebes seas and says the ferry network has a poor record of maritime safety.

Read the current advisories yourself before booking, and check whether your travel insurance covers the area. More on Is Palawan safe?.

Season note

PAGASA's calendar has a rainy season from June to November and a dry season from December to May. The Balabac crossing is open water, and under the Coast Guard's MC 02-23 vessels may not sail when Tropical Cyclone Wind Signal No. 1 or higher is raised, so leave spare days at the end of the trip. See Best time to visit Palawan.
